  2. A helicopter has enough angular momentum in the spinning blade that it can land safely even if it loses power (usually). A quad copter is not the same. Tiny blades do not have much momentum, and when they stop, it falls. The parachutes need a distance to operate so don’t fly too close to the ground.

    1. Regulators will feel the same and will not permit these vehicles to be sold without some serious safety guarantees, IE these will probably have to be AI piloted, something similar to Tesla self-driving technology, but we’re still a long ways off from that being ready for 3 dimensional in the urban environment. There are still kinks to be worked out in the 2 dimensional world! But it is making quite a lot of progress.

Carry him to the source of the water and soak him, you dopes; not the other way around. Or just have a blanket sitting in a tub of ice water; rush the cold blanket to the victim, wrap them in it, and carry them off.
